    Dear Community Partners:

    We applaud your interest in, and commitment to, assisting our under-served residents with their elevation from poverty to living wage employment status.  The Miami Community Ventures (MCV) initiative is a collective impact initiative designed to connect low income “structurally unemployed” Miami-Dade residents to living wage jobs; delivering sustainable economic development benefits for all.

    As we complete the current pilot and prepare for the expansion of Miami Community Ventures to communities throughout Miami-Dade County,  we are issuing the attached RFP for the role of service provider, a role that is central to the successful delivery of benefits that will impact our participants and ultimately our economy.   We invite all who are interested in being a service provider, to review the RFP and submit a proposal.

    Note that all questions in reference to this RFP must be in writing and must be directed to MCVinfo@www.beaconcouncil.comWe will be reviewing proposals  as they are receivedThe due date for all proposals is September 16th at 5:00 P.M.

    Thanks so much for sending this our way. We’d like to confirm if Opa-locka based programs will be considered? In the RFP it says Liberty City, Overtown an Goulds so we just want to make sure we’d be eligible.

    Here are the questions:

     

    Question:  Are the organizations responsible for all pilot measures or just one or more?

    Answer:  All, for the clients they represent.

     

    Question:  E.g. If an organization is providing or connecting residents to wrap-around services do they also have to ensure job placement?

    Answer:  They take the lead on ensuring job placement thus they can partner with an organization that already provides talent and packages talent for presentation to employer, they can partner with an entity that provides talent and then package the talent for presentation to the employer, or they can access talent and prepare for presentation to employer, or any combination.  Bottom-line, the service provider is responsible to ensuring job placement and ensuring retention via wrap-around services / success coaching.

     

    Question: Does the scope of work for one organization have to include all four service buckets (transportation, social services, participant recruitment and corporate partnership) or is it possible to just focus on a couple?

    Answer:  The service provider must cover the full scope of services.  The services are referred to as wrap-around services, aimed at ensuring that all barriers to earning and keeping a living wage job are eliminated.  A network pf resources via community partners are also accessible to the service provider, as needed.

     

    Question:  Additionally, the RFP reads that “Selected Service Providers may service all target audiences or may choose to partner with other organizations to achieve pilot objectives.” Is it possible to mostly focus on one or two of the core groups without a formal partnership with other organizations (although informally working with others)?

    Answer:  Yes

     

    Question:  Finally, if it is possible to focus on just portions of the service buckets and target audience, will the organization only be compensated ($3,000) per successful placement even they complete work in other areas, such as providing wrap-around/social services and participant recruitment?

    Answer:  It is not possible to focus on portions of the service buckets.  All services must be made available to the clients.

    Question:  Thank you for sharing this. The RFP references a “service chart” which is supposed to be attached. Are you able to pass that along, too?

     

    Answer:  The “service chart” referenced, is attached.  Thank you for your interest.

    We are excited to be submitting our application today.  Before we do, we are working on making a few edits/ addition to our narrative and wanted to ask you the following;

    Question:

    In our proposal can we state that we will seek the Beacon Council’s partnership as it relates to an employer list; potential employers for the individuals can will assist in securing employment.  Or can we state that we “will use the Beacon Council as a partner”.?

    Thank you for reaching out.

    The wording is flexible.  Bottom-line, the Beacon Council has been and will be providing jobs/employers that are hiring at living wage jobs.  The service provider must have a pipeline of candidates to submit as these job opportunities are extended.
